Public Hearing: Bylaw 2026-007 Rural Industrial Rezone – Land Use Bylaw Amendment
NOTICE OF PUBLIC HEARINGĀ
In accordance with the requirements of Section 606 of the Municipal Government Act, the Council of Vulcan County has scheduled a Public Hearing regarding the proposed adoption of the following Bylaw:
Bylaw: 2026-007
Date: April 1, 2026
Time: 1:30 pm (will adjourn at 4:30 pm and reconvene another day if required)
Location: Vulcan County Administration Building, 102 Centre Street, Vulcan, Alberta
The Public Hearing will be livestreamed.
The purpose of the proposed amendment (Bylaw 2026-007) is:
- To redesignate 850 acres of section 14-15-21 W4 and portions of 15-15-21 W4 from Rural General to Rural Industrial to develop the property in accordance with the provisions of the Rural Industrial Land Use District.
This is not a development application for a Data Processing Operation. The Public Hearing is strictly for the rezoning of the land to allow for an application to be submitted within the framework of the Rural Industrial Land Use District.

Public Hearing Procedure
This is a formal Public Hearing and Council is prepared to hear and receive formal submissions and presentations (verbal or written) from those who deem themselves affected by the proposed Bylaw.
How to Provide Comment to Council
Written Submissions for the Agenda: written submissions should be submitted in advance to Planning & Development Services by 4:30 p.m. on March 27, 2026 for inclusion in the agenda and for adequate review by Council. Late submissions may be accepted. Please note, your name will be included in the agenda.
Verbal Presentations (in-person or virtual): please register in advance if you would like to make a verbal presentation to Council. Notify Legislative Services at ea@vulcancounty.ab.ca or call 403-485-3102 to register by March 31, 2026.
Verbal presentations at the Public Hearing will be limited to a maximum of 5 minutes. Anyone wishing to make a verbal presentation who has not registered will be provided a 5 minute opportunity to speak after all registered speakers have spoken.

Roles & Responsibilities in Approvals – Provincial and Municipal
Vulcan County
- Land use and zoning.
- Municipal servicing and compatibility.
- Noise, Light, and Visual Impacts.
- Development permits.
Province of Alberta:
- Regulates energy facilities and major industrial approvals.
- Sets environmental, health, and safety standards.
- Sets Data Centre Policy & Attracts Data Centres to the Province.
Alberta Utilities Commission (AUC):
- Regulates natural gas usage and co-location of facilities at data centres.
- Requires a public engagement process to occur.
- Also requires emissions testing and noise impact assessments prior to approval.
Bow River Irrigation District (BRID):
- Water procurement & use.
Alberta Environment and Protected Areas (AEP):
- Regulates stormwater & runoff, including approvals and monitoring.
